Veterans who are not eligible for VA health benefits may have the opportunity to purchase health insurance through Covered California. Ineligible family members of veterans may also have the opportunity to purchase health insurance through Covered California. They may also be able to get low or no-cost coverage through Medi-Cal, depending on their household size and yearly income.

What is the Minimum Coverage for a Veteran?

If you’re a veteran and are currently enrolled in any of the Veterans Affairs (VA) programs, you can continue your coverage without having to make adjustments to your insurance under the new Obamacare health law. You have met your minimum coverage requirements.

Can Veterans Get a Penalty for Not Having Health Insurance?

Yes. The Affordable Care Act requires all individuals to have minimum essential coverage or they will be subject to a tax penalty when they file their taxes. However, all VA health care programs meet this requirement, which means veterans enrolled in any of these programs are not at risk of being assessed the penalty.

Does VA Health Coverage Meet the Requirements for Covered CA?

Yes. All VA health care programs are considered to meet the Patient Protection and Affordable Care Act “minimum essential coverage” requirements – by providing services in 10 categories, referred to as “essential health benefits.”

Can a Veteran Cancel their VA Coverage and Get a Covered California Plan?

Individuals enrolled in Veterans Affairs coverage who desire to cancel their existing coverage to get a Covered California plan should first take a close look at the cost trade-offs. Because, depending on the level of Covered California coverage being considered, their VA plan may possibly have lower deductibles and out-of-pocket expenses.
